The letter is asking Labour's National Executive Committee to organise a smooth transition with the Prime Minister, exactly what Gordon means by it being a matter for the Labour Party.

There will be no end of allegations, evidence to emerge, and genuine ordure emerging into the public domain once he's not there to keep a lid on it. Blair must be continued to be watched. This blog would remain busy with it. His political corpse must be seen to hang from the tower and be pecked at by ravens as a visible warning to the next generation of pols who feel they can lie with impunity. It's important to kick him when he's down, and keep kicking and kicking, to act as a deterrant. You don't want him to be idolized like Mrs Thatcher, do you? We must make sure that having had anything to do with his administration is thorough embarrassment.
