Well, Mr. Education Education Education has been a busy boy. Let's recap.

* The tough test of A-levels will be toughened up so that they're actually worth something. However, the increasing A-level pass rate since 1997 isn't because they were too easy, or anything, it's because of the divine leadership qualities of New Labour
* Instead of being available in a few schools, International Baccalaureates will be available in a few schools
* The unreachable target of 200 City Academies by 2010 will be upped to a much more unreachable 400 City Academies by a date that no one knows.
* Tony will free school leaders to lead (I'm sure they used to be called 'headmasters', or something), as long as they do whatever the businessman, religous fundamentalist or whoever's paid their £2m quid tells them.

He's preparing the ground

He's preparing the ground for the future, realising that Labour will lose the next election (if there is one). When the tougher exams are introduced pass rates will presumably fall and Labour will then gleefully claim that Conservative education policies are failing.
