We've finally finished analysing the full text of the speech and it can be summarised as:
"All we are saying, is give war a chance"

Anyway, you gave the abridged translation; the full text reads:
"All we are saying, is give war a chance (and by the way we meant all Muslims; I mean, no one told me there was more than one sort. Hey, and you Ahmadinejad, put your head between your legs and kiss your ass goodbye ...).

Did you note what New York Mayor Rudy Giuliani, one of the 2008 Republican presidential hopefuls said?:
"I believe we should give the president the support to do this. I want us to be successful in Iraq," he said Wednesday on NBC's "Today" show. "I know how important it is to the overall war on terror. Success in Iraq means a more peaceful world for America, it means a victory against terrorists. Failure in Iraq means a big defeat against terrorists and the war on terror is going to be tougher for us."

It said a lot more than ‘give war a chance’ but the interpretation is the big issue.
For example:
“… we will not pass along our problems to other Congresses, to other presidents (the lower case P for president was from the official White House version), and other generationsâ€Â
Perhaps he’s saying we’ll be out of Iraq before I’m outta here?
“…the economy grows when Americans have more money to spend and investâ€Â
We’ve gotta fight more wars, as this keeps the economy running. Let’s bomb Iran?
“…income tax reductions set for 2004 and 2006 be made permanentâ€Â
The money we’ve stolen from Iraq, means we can lower American taxes (despite having a larger trade deficit than the rest of the world)

Giuliani's comments remind
Giuliani's comments remind me of Peter van Greenaway's novel "Take the war to Washington". Set in the Vietnam era, it tells how a large group of angry US soldiers, sailors and airmen decide to show the federal government exactly what the war in Vietnam is like by launching an all-out strike on Washington DC. Maybe if something like that happened to New York, Giuliani might regain contact with the vestigial human decency that may still linger somewhere below his politicized exterior.
